Founded in 1979, the Pangasinan State University is a non-profit public higher education institution located in the urban setting of the small city of Lingayen (population range of 50,000-249,999 inhabitants), Ilocos Region. This institution also has branch campuses in Bayambang, San Carlos, Infanta, Asingan, Binmaley, Santa Maria, City of Urdaneta and Rizal.
