Established in 1992, the Ministry of Higher Education and Scientific Research of Sudan is the government ministry responsible for overseeing and regulating higher education, research and innovation in Sudan. Its mission is to develop and promote high-quality tertiary education and research, foster innovation and entrepreneurship and enhance the skills and capabilities of the Sudanese workforce.

The ministry is responsible for formulating policies, strategies and plans for higher education, research and innovation in Sudan. It also regulates and monitors the quality of higher education institutions and programs in the country, ensures that they are aligned with the needs of the labor market and promotes internationalization and collaboration with institutions abroad.
